A way for eliminating Corruption

Presented here is way for destroying corruption with a simple administrative device of centralised corruption control office (CCTO)
1.    Main governing principle is –zero tolerance to corruption in all government and government funded or substantially aided offices and institutions.
2.    Create a corruption complaint office whose job is to receive complaints and take automatic actions.
3.    Any citizen above 18 years of age is welcome to lodge with as much detail as possible any complaint about corruption about a person or group of persons by email or post.
4.    The office automatically and randomly selects an investigator from a nearby but different office and authorises him to investigate and report within 4 weeks. On receipt of this order he is free from his normal duty for 4 weeks. He can follow any method he chooses and all government agencies are duty bound to assist with top most priority. The task is merely to conclude whether there could be slightest possibility of corruption or he can be certain that there is absolutely no corruption in the case. The criterion is zero tolerance to corruption. The investigator cannot refuse the task and if does he will lose his job.
5.    If the conclusion is that there is some possibility of corruption, then the implicated individual or group of individuals automatically lose the job. There is no scope for appeal or escape, because the dictum is zero tolerance to corruption. In a democracy a responsible citizen has located the problem and a responsible officer could not negate it which is like the supreme court passing the judgement and president reviewing and not willing  to condone the offence. As a reward the investigator will get rupees 10000,an increment and a letter of commendation. The complainant will get rupees 10000 and a letter of commendation. He too will get an increment if he is a government employee.
6.    If the investigator concludes that there is zero possibility of corruption and lets off the case, he will get the rupees 10000, but will himself be subjected to scrutiny by tax and other assets assessments. The complainant will also be subjected to IT and other reviews.
7.    State and central governments may have separate CCTOs. All the data will be auditable.
8.    This way we invite, empower, and enable the ordinary citizens and the government to get rid of corruption in a collaborative, automated,least disturbing, inexpensive, effective, transparent, impersonal, rapid way. The real fear of losing job can work wonders. The message has to go everywhere and sink in.
9.    Once the government machinery becomes free of corruption, NGOs, politicians, private companies and citizens will get no chance to operate in wrong ways and will get automatically corrected. Even drug menace, theft, robbery, violence, and all unlawful practices will go down a great deal.
